IS there a version for freeRTOS on Cygwin (installed for Windows)?

Yes – every port is designed, tested and supported on Windows platforms.  The tools links on the documentation page of each port are for Windows hosts. 

But also run on Linux – ARM7, MSP430 and AVR too :-)
